Review the Time and Expenses level reporting options.
Where is it ? Reports > Screen filter > select Time and expenses reports

The difference with these reports are they are driven based around the staff. Going back to the different levels above of project, sub project and transactions - those reports are BY projects. These reports are BY staff, however do still contain timesheets allocated to the projects. An example:
